This photo ( the Photo Gallery photo ), judging by the angle and distance and position of the railing and storefront to the left of the image, was taken from the higher level ... above the one indicated in the Photo Gallery Analysis. They are obviously looking down on this storefront, not right across from it as it would be in the Photo Gallery analysis. The "tie" looks similar to some of the flags hanging at a folded angle on the upper level in the background. The "sniper rifle" looks like it could be one of the light poles on the upper level. They have globe lights on them, and I see a globe in the Photo gallery analysis image.
The buildings and background to the right of the man's head are at the wrong angle, wrong size, and wrong proportions to the buildings on the left of the woman's head. It looks like two different images combined. What is to the right of the man's head doesn't belong and seems to have been added or combined some how. Everything but the shadow figure has a direct explanation from the images. Maybe that was added somehow accidentally along with the aberrant section of the photograph, or maybe it was added intentionally to add to the effect caused by the other actual items. No way to tell that as far as I know from the image.
Update to my analysis ...
This image clearly shows the "ghostly figure" is just an image painted on the building. The angles in the original still look wrong, but all is clearly explained.
