I know I have seen that photo here as well as in a few other places but I just can't manage to lay a finger on it. Hopefully somebody will either have it saved or know where it can be gotten.

Close up of the figure....
....This is one of the most intriguing photos out there. It's so clear and....at first, you'd assume it's just a guy standing back there...but you then notice his weird neck, tiny misshapen head and transparent left arm....

The neighborhood where this bunch lived is actually a military residence for military families. If the guy back there's a ghost....perhaps it's a residual of a military hanging execution from the past. That would explain the neck and general pose. The weird head could be an effect of manifestation.
Also; he does have a left arm....
....Outlined him for the halibut.
I had a hard time with the face (it's actually looking straight ahead with chin tilted slightly upwards and his nose is puggy), but darn! That's one messed up head/face; It's incomplete!
What's weird about this pic is that it looks so normal at first glance. You look at it for the first time and go, "Oh, Just some guy standing back there." but then, YOU LOOK AT HIM....

Wow, some people really do have long necks! .... lot's of chiropractor visits when they are older.
