A couple of facts derived from the EXIF.

Resolution: 960 x 538 qHD
This resolution became popular for high-end smartphone displays in early 2011. Most commonly found high-end smartphone displays in early 2011. Mobile phones including the Jolla, Sony Xperia C, HTC Sensation, Motorola Droid RAZR, LG Optimus L9, Microsoft Lumia 535 and Samsung Galaxy S4 Mini have displays with the qHD resolution, as does the PlayStation Vita portable game system. * Note qHD was actualy 960 x 540. This was the closest format I could find for the actual resolution but the time frame does seem to fit.
I won't comment what I see because it's pure speculation. All I can suggest is the image was likely shot with an onboard flash using a smartphone (see above) (according to timestamp) but still captured motion blur. .I suspect auto settings dragged the shutter.judging by the time of capture. I have color corrected as best as possible and adjusted the exposure along with noise reduction. I was unable to remove any motion blur or out of focus blur. I have a plugin for Photoshop for that task but it's a gamble on how well it works. Each sample is different with effectiveness.Most of the EXIF data was stripped from this image file. Hope this little information helps those seeking answers.
