It's not really surprising. Tinypic is/was a subsidiary of PhotoBucket. They did exactly the same thing by trying to convince a user to buy a $60.00 minimum account per annum after providing a free service for many years. It's the Walter White syndrome, "Corner the market, raise the price." I will be trying Imgur which is said to be a reliable image hosting service. One can expect this to be temporary as well. Anything free typically doesn't stay free in this world.
